Cache stampede after a restart

What is happening

Alert: error rate on redirects above 3% for two minutes, during the promo SMS.

Support says some customers tap the link in their receipt and get a timeout. It started right after the cache node restarted.

Fix it so a cache restart in the middle of a promo no longer floods the database.
